Vote-by-mail works great in Oregon.  But, iirc, our turnout percentages are only marginally higher than the national average in elections for national office.  So unless Iowa has unusually low turnout, vote-by-mail isn't a guaranteed cure.

But it's certainly better than voting on a touchscreen.</description>
